ERCOT tightens RIOO RFI visibility for Batch Zero and community-impact answers; posts Question Reference Guides

Late Monday evening (September 21, 2026, 8:46 p.m.), the Electric Reliability Council of Texas (ERCOT) issued market notice M-C092126-01. After feedback at the September 11 Batch Zero Eligibility Verification request-for-information (RFI) workshop, ERCOT updated the Resource Integration and Ongoing Operations (RIOO) RFI tool so interconnecting transmission and distribution service providers (TSPs/DSPs) cannot see answers and uploads from the interconnecting large-load entity (ILLE) or from each other on the Batch Zero verification RFI, while the ILLE can still see TSP/DSP responses. For the Data Center State and Community Impact RFI, submitting TSPs/DSPs cannot see the data-center developer’s responses. ERCOT also posted Question Reference Guides for all four Batch Zero eligibility pathways and for the community-impact RFI on its Large Load Integration and related pages. The same day, ERCOT filed an update package on Public Utility Commission of Texas (PUCT) Project 59142 as Interchange Item 73 (file stamp September 21), titled “ERCOT UPDATE – BATCH ZERO ELIGIBILITY VERIFICATION AND STATE AND COMMUNITY IMPACT RFI PROCESS,” moving that docket from 72 to 73 filings.

Why it matters

Batch Zero verification responses (~231 pathways previously flagged) are due September 23. Visibility rules and published question guides change how ILLEs, utilities, and developers coordinate answers in the final days before that deadline and before the October 12 community-impact RFI due date.
