Georgia PSC staff does not object to Georgia Power–OpenAI 3.2 GW contract
Georgia Power said staff did not object to the July-filed private contract for OpenAI’s Project Camellia in Effingham County, about 3,200 MW in phases 2028–2032. Under 2025 large-load rules (≥100 MW), a staff objection would have opened a 30-day commission review. OpenAI is to pay full infrastructure cost and commit up to 1,000 MW of demand response. Public contract summary expected early September. Company language says approved; contemporaneous reporting describes a staff non-objection, not a recorded vote of the five commissioners. Sen. Raphael Warnock on Aug 28 called for a statewide construction moratorium. That is not a bill or an order.
Why it matters
Largest single utility large-load step of the week, and a test of Georgia’s 2025 cost-shift rules.
Companies
- OpenAI
- Georgia Power
Risks
- Local water, air, and zoning still sit with Effingham County.
- Early-termination language needs the September summary.
