PUCT Large Load Demand Management comment window closes with 63 Interchange filings

PUCT Project 58482 (Large Load Demand Management Service, proposed new 16 Texas Administrative Code section 25.521) reached its September 4 comment deadline on the proposal for publication. The Interchange index stood at 63 filings as of Saturday morning review, up from 35 as of August 31 and 38 early on September 4. New stamps on September 3 came from the Office of Public Utility Counsel and Texas Industrial Energy Consumers; September 4 brought a broad stack including Texas Advanced Energy Business Alliance, ERCOT Steel Mills, Google LLC, Texas Electric Cooperatives, Priority Power, Texas Public Power Association, Sierra Club, Data Center Coalition, ENGIE North America, AEP Texas, CenterPoint Energy Houston Electric, Texas Competitive Power Advocates, Oncor, NRG, Vistra, Potomac Economics (the Independent Market Monitor), ERCOT, Texas Energy Buyers Alliance, Voltus, and the Texas Bitcoin & Grid Alliance, among others. The proposed rule would have ERCOT competitively procure demand reductions from large-load customers (entities with total non-coincident peak demand at a single site of 75 megawatts or more) for use in anticipated emergency conditions. Covered campus owners are generally commenters or trade-association members in these items, not the subjects of site-specific interconnection decisions.

Why it matters

Closing the comment window is the next step toward a final Large Load Demand Management Service rule that would sit beside Senate Bill 6 curtailment and Batch Zero interconnection rules for ERCOT-connected AI and high-performance-computing campuses.
