PUCT open meeting today: Project 58481 large-load interconnection rule on adoption track

The Public Utility Commission of Texas holds a regular open meeting Friday, September 11, 2026, at 9:30 a.m. Central in Austin (also available by teleconference). On the agenda track is staff’s September 3 recommended Order Adopting new 16 Texas Administrative Code §25.194 in Project 58481 (Rulemaking to Implement Large Load Interconnection Standards under Public Utility Regulatory Act §37.0561)—the permanent rule for how customers seeking roughly 75 megawatts or more connect to the Electric Reliability Council of Texas grid, including study fees, financial security, and disclosure obligations meant to reduce speculative queue entries. The Interchange docket moved from 215 filings at Thursday’s edition to 216 with Item 216 (September 10), McAdams Energy Group comments on staff’s recommended adoption order. This edition published before the meeting; outcomes are not yet known. Separately, Project 59142 remains at 54 filings (last stamp August 20) and Project 58482 (Large Load Demand Management Service / proposed §25.521) remains at 64 filings.

Why it matters

A final §25.194 adoption sets the standing commercial and security bar for Texas large-load interconnection after Batch Zero’s provisional classifications and verification Requests for Information. Campus owners with Electric Reliability Council of Texas interconnecting loads—including covered names with Texas sites—will live under whatever deposit, study-fee, and disclosure terms commissioners adopt, amend, or defer.
