PUCT’s §25.194 adoption order still unconfirmed on Interchange after the September 11 meeting
Staff’s recommended Order Adopting new 16 Texas Administrative Code §25.194 (Large Load Interconnection Standards under Public Utility Regulatory Act §37.0561 / Senate Bill 6) was Item 24 on the PUCT’s September 11 open-meeting agenda (Interchange Item 208, filed September 3). The staff recommendation keeps financial security at $50,000 per megawatt of requested peak demand, adopts a construct that subtracts 20% of associated security in specified withdrawal/milestone settings, and removes a separate interconnection fee. As of Saturday morning, September 12, Project 58481’s Interchange page still listed 216 filings with no post-meeting Order Adopting or Texas Register acknowledgment filed after Item 216 (McAdams Energy Group comments, September 10). Separately, Project 59142 moved from 54 to 57 filings with three September 11 items, including ERCOT’s Batch Zero update. This edition does not treat §25.194 as adopted until Interchange shows the Commission order.
Why it matters
If and when adopted, §25.194 sets the permanent cash, disclosure, and withdrawal rules for new ERCOT large-load interconnections of 75 MW or more—the rulebook that will sit beside Batch Zero’s transitional study.
